I'm not saying that people shouldn't be on the look out for potential violations of their rights, I'm just saying this probably isn't being portrayed as accurately as it appears. Having read the bill after seeing this video, I discovered that, not only is this Bill designed primarily to research the ways in which homegrown terrorism occurs by looking at the UK, canada and others, but there's an entire section devoted to the protection of civil liberties.

You need to read inbetween the lines. Preventing ideologically based violence also means to halt/stop all anti-war protests, protesters, 9/11 truth movement etc.. Anti-war is an ideology, which protests can result in violence. This bill is nothing more than a planned crack down on dissent.
