Actualy thiefs in Japan are far less common than the states or other countries. Most of the time if you ever have something stolen, its a foreigner who did it. I have been there 3 times (soon to be 4) And I feel the safest in that country than anywher else ive been. Otherdragons is right that most people walk or bike, Though I think people are a little more aware of things and generally drive slow down most non busy streets.

Penguins do require being somewhat cold, but penguins don't exclusively live in the artic regions. Every year, penguins swim up from Antarctica to the southern tip of Africa to spend several months there. Also, you have to remember that Japan covers a wide swath north to south. The southern end of Okinawa is neigh tropical, whereas the northern end would be similar to the US/Canada border in temperature. He could be on the northern end of Sendai and be fine till the warmer summer months.

Penguins are still a wild animal, not truly able to be 'domesticated', though this one has adopted the family who saved him as his own family. It's an unusual circumstance that provoked the penguin to stick around, sadly I doubt few others could manage it. ...Or I'd have my own penguin. :D
